No, he's a complete perversion of a dandy. I'd rather he wore actual dandy attire out in modern public than whatever the hell he's wearing in this picture. And he was somehow voted best dressed of NYC? I'm pretty sure all you have to do to win that award as a guy is be completely confident in your ability to wear clothes that look like they're from the Goodwill but expensive.

This guy is a fashion columnist, I think, he's been in the NYC social scene for years apparently, when I was googling him. He's definitely a strange person, that's for sure.
